Sheila Thomley, B.A., MEd., EdS.

Chief Education Officer

Sheila Thomley is a veteran educator of grades 3-12, serving the State of Florida in both the Taylor and Hillsborough County School Districts. Her education includes: Florida State University – B.A. in Curriculum & Instruction, FAMU-M.Ed in Elementary Education, and Argosy University- Ed.S in Educational Leadership. Mrs. Thomley is certified in the areas of Elementary Education, Exceptional Student Education K-12 , English 6-12, English to Speakers of Other Languages (ESOL) and Educational Leadership K-12. She opened Tampa Charter as its Principal in 2003 and presided over the tranisition to Horizon Charter School of Tampa in 2014.

Pamala Leonard, B.S., MED.

Principal

Pamala Leonard has been with Horizon Charter since 2003 and has experience educating students in grade 3-8. She relocated to Tampa in 2002 with her husband and is now the mother of two daughters. She has a Bachelor’s Degree from the University of Miami and a Master’s Degree in Educational Leadership from University of South Florida. Mrs. Leonard is currently the Principal, ESE Specialist, Gifted Program Coordinator, and ELL Program Coordinator. She is certified in Educational Leadership, Middle Grades Mathematics, Elementary Education, Gifted Education, and Exceptional Student Education.

Sylvia Matthews

Dean of Student/ Student Records Requests

Dean of Students Sylvia Matthews has a Bachelor’s Degree in Elementary Education from Florida State University. She has taught grades 3-6 in the state in private schools, traditional public schools and charter schools. Mrs. Matthews is certified in all subjects for elementary grades 1-6 and in all subjects for the middle grades 6-9. Mrs. Matthews is certified for Elementary Education (Grades 1-6), all Middle Grades Subjects (5-9), Exceptional Student Education (ESE) and English to Speakers of Other Languages (ESOL). She is married and the mother of three sons.

Suzanne Abou-Elkhair

Lead Teacher

Science/SS – Suzanne Abou-Elkhair graduated from University of Michigan with her Bachelors in Biology and a minor in Anthropology. After relocating to Florida, Mrs. Abou-Elkhair earned a Masters in Art in Teaching Elementary Education from the University of South Florida. She is certified in the areas of Elementary Education (K-6), English to Speakers of Other Languages (ESOL), and Social Science 5-9. She is married and is the mother of three sons.

Ethics Training and Reporting - Reporting of Ethical Misconduct

Reporting of Ethical Misconduct is required by law and is our duty as professionals entrusted with the safety and welfare of students every day. Florida Statute section 39.203 and section 768.095 protect the person reporting ethical misconduct from reprisal by the individual reported or the employer if the report was made in good faith without malicious intent. Horizon Charter School of Tampa requires that every employee report any issue that could currently or potentially impact the health, safety, or welfare of its students and school employees.

The process for reporting is as follows. Any incident that an employee believes is potentially harmful to a student or another employee should be immediately reported to their immediate supervisor, the Principal, or in the absence of those persons, to the Vice-President or President of Center Academy. Any employee who knowingly fails to report misconduct or abuse will be subject to discipline, up to and including termination.

In cases of suspected Physical Abuse, Sexual abuse or Neglect the employee should report those issues immediately to the 1-800-96Abuse hotline.

Notice: All employees will be required to complete ethics training on an annual basis as a condition of their employment with Horizon Charter School of Tampa.
